Compendium of Nutrient Reduction Projects in the Estero Bay Watershed

 

There are a number of overlapping objectives pertaining to the development of a Compendium of Nutrient Reduction Projects in the Estero Bay Watershed.  They include:

  • Improve coordination of water resource projects with overlapping jurisdictions and objectives as they pertain to the Estero Bay Watershed.

  • The Compendium will provide a foundation for a comprehensive Basin Management Action Plan to address nutrient impairments in the watershed as identified by the Florida Department of Environmental Protection.

  • The Florida Department of Environmental Protection may provide a nutrient reduction allocation for each project which would be evaluated within the context of a Pollutant Load Reduction Goal (PLRG) for Estero Bay.

Estero Bay Watershed BMP Assessment

A Project of the Estero Bay Nutrient Management Partnership

and the Southwest Florida Watershed Council

The EBNMP is attempting to develop a watershed plan for areas of impaired waters in the Estero Bay basin.  The ultimate objective of course is to develop a Basin Management Action Plan that will address various water quality issues and TMDL's in 2007.  We have hired Johnson Engineering (JEI) to help with the first task related to the development of a plan for one of the sub-basins in the Estero Bay watershed.

The consultant (JEI) will review the Estero Bay Watershed to identify at least three subwatersheds that would be good candidates for implementation of additional Best Management Practices (BMP) to reduce existing pollutant loadings.  The subwatersheds will be prioritized based on watershed size, existing and future land use, potential high pollutant loading areas, proximity to known water quality projects and location and availability of land near the subwatershed conveyance to construct BMPs.  Anticipated BMPs could include storm water treatment ponds, filter marshes, existing system retrofits, re-establishment of historic drainage patterns among others.  This information will be obtained from aerial photographs, the 2000 Current Planned Development Map and Lee County 2004 Future Land Use Map, the Lee County Surface Water Management Plans and 1999 Estero Bay and Watershed Assessment done by PBS&J for SFWMD.  The consultant will obtain input from other stake holders including local government agencies and public private partnerships to narrow the identified subwatersheds down to one that will be studied further.

Deliverables - The consultant will provide a summary of at least three subwatersheds that could be investigated further.  The summary will include the area of the subwatershed, possible locations of BMPs, locations of older developed area that don't have modern storm water management systems and a summary of anticipated future land use changes.  After receiving input from other stake holders the consultant will prepare a report summarizing the selection process and identify the chosen subwatershed.
