As previously indicated, the primary objective of EBNMP is to develop a non-regulatory, community based partnership to address deteriorating water quality in Estero Bay and its tributaries and to achieve nutrient load reduction goals that will be consistent with the EPA Total Maximum Daily Load (TMDL) program. In effect, the TMDL program will determine the assimilative capacity of Estero Bay and its tributaries and limit future nutrient loads through a variety of nutrient management strategies. The burden of achieving TMDL limits, however, falls to local government and the community at large.

 

There are many current and proposed projects for the Estero Bay Watershed. The EBNMP will provide an opportunity for watershed stakeholders to better communicate and coordinate efforts and projects to ultimately develop a nutrient management plan for Estero Bay prior to the initiation of TMDL’s.

 

The EBNMP will be developed in three phases. The first phase will entail the recruitment of Advisory Team members and the engagement of additional project partners. The second phase will consist of data collection and analysis activities, goal setting and nutrient reduction plan development. The third phase of the project will mark the start of nutrient load reduction plan implementation.
